okay...so maybe 800 million dollars isn't a billion dollars but holy crap.

Let me state this again In 2005, there was 800 million dollars in click fraud

The San Francisco Chronicle states that

"advertisers say that 14.6 percent of all clicks are bogus. Moreover,
three-quarters of advertisers said they had been victims at least once."

So what does this mean? 27% of online advertiser have lowered their PPC spending if not getting rid of it at all. (Only 4.2% of advertisers got unsolicited refunds from Google and Yahoo for fraud.)

Click Fraud is hard to fight against, which means it's hard to detect. Therefore I fail to see how they come up with statistics for something they can't even measure. Bogus in my opinion.

I concur. It would be VERY difficult to measure the % of fraud with online ads. However, from what I have seen personally, I wouldn't doubt that the $$$ are up there for numerous clicks from the same person attempting to make money for themself or another individual.

Actually, while you cannot come up with a perfect percentile--- and I think the study didn't go into enough depth (see: different industries will obviously have a huge variance in click fraud.) you can look for patterns in behavior and then take outliers and make an assumption that the outliers are fraud.
Think about it this way: When you have a credit card and you suddenly start spending way outside of your normal spending patterns-- an action is generated on the CC end and they give you a call to verify that you still have your credit card and are aware of spending.
